Mf..f 2 6 Enclosed is a copy of the final report for the December 8, 1993, full-participation plume exposure pathway joint exercise of the offsite radiological emergency response plans site-specific to the Surry Nuclear Power Station.
The Commonwealth of Virginia and Surry, Isle of Wight, York, James city, Charles City, and New Kent Counties, and the Cities of Newport News, Williamsburg, Poquoson, and Hampton participated in this exercise.
The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region III staff.
Copies of this report will be forwarded to the Commonwealth of Virginia by FEMA Region III staff.
One Deficiency and thirty-one Areas Requiring Corrective Action were identified during this exercise. The Deficiency concerned the inability of the Surry County Emergency Operations Center to complete primary route alerting within 15 minutes of the Acting Governor's decision to implement a protective action decision.
This Deficiency was corrected during a remedial exercise conducted on February 3, 1994. The results of the remedial exercise are included in the enclosed report.
FEMA Region III staff will monitor the status of the other corrective actions.
Based on the results of the December 8, 1993, exercise, and the February 3, 1994, remedial exercise, the off site radiological emergency response plans and preparedness for the Commonwealth of Virginia and the affected local jurisdictions, site-specific to the Surry Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CFR, Part 350, approval
- of the offsite radiological emergency response plans and preparedness for the Commonwealth of Virginia site-specific to the Surry Nuclear Power Station, granted on February 23, 1983, will remain in effect.
