This letter refers to the Enforcement Conference held at our request on
January 21, 1988.
This meeting concerned activities authorized for your Surry
and North Anna facilities.
The issues discussed at this conference related to equipment qualification-.
problems at both North -Anna and Surry. Also discussed were the violation of a
Technical Specification Limiting Condition of Operation where two inoperable
steam flow instruments were not placed in the trip condition within the
allotted time and problems encountered during recent startups after outages at*
North Anna.
A .summary, a 1 ist of attendees, and a copy of your handouts are
enclosed.
With respect to the recent North Anna events, we share your concern with the
lack of sensitivity by operations personnel and management on. making timely
decisions for nonconforming conditions.
We are continuing our review of these
is~ues to determine the appropriate enforcement action.
In accordance -with Section 2.790 of the NRC's "Rules of Practice," Part 2,
Title 10, Code of Federal Regula*tions, a copy of this letter and its enclosures
