- Gordon, By letter dated May 11, 2018 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML18135A357), Tennessee Valley Authority (TVA or the licensee) submitted alternative request ISI-46 for Browns Ferry Nuclear Plant (BFN) Unit 1 third inservice inspection (ISI) interval, Unit 2 fifth ISI interval and Unit 3 fourth ISI interval, pursuant to 10 CFR 50.55a(z)(1).
The licensee requested an alternative to the requirements of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code,Section XI, IWB-2500, Examination Category B-D. The licensee proposed to implement the alternative of ASME Code Case N-702 in lieu of the Code-required 100-percent examination of the reactor vessel nozzles and nozzle inner radius regions identified in Table 2 of the alternative request. Specifically, the licensee proposed to examine a minimum of 25 percent of the nozzle-to-vessel welds and nozzle inner radius regions, including at least one nozzle from each system and nominal pipe size. The license also provided an evaluation demonstrating the applicability of Code Case N-702 to the subject reactor vessel nozzles.
In accordance with Nuclear Regulatory Commissions (NRC's) process as described in LIC-109, "Acceptance Review Procedures," the NRC staff has performed an acceptance review to determine if the request contains sufficient technical information in scope and depth that allows the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The NRC staff has reviewed your request and concluded that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief request in terms of regulatory requirements and protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
2 Based on the information provided in your submittal, the NRC staff has estimated that this relief request will take approximately 260 hours0.00301 days <br />0.0722 hours <br />4.298942e-4 weeks <br />9.893e-5 months <br /> to complete. The NRC staff expects to complete this review in approximately 12 months, which is May 2019. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during routine interactions with the assigned project manager.
