ENFORCEMENT DISCRETION FOR SURRY, UNIT 1, DOCKET NO. 50-280 This letter acknowledges your letters of October 2; 1987 and October 6, 1987, requesting relief from Technical Specification 4.7, Main Steam Line Trip Valves.
In your conversations with the Region II staff and NRR staff on September 30, 1987, and again on October 1, 1987, you were informed that discretionary enforcement action would be granted on a one time only basis while the proposed Technical Specification change is processed.
However, as discussed in another phone conversation between our staffs on October 6, 1987, Unit 1 was removed from service before the Technical Specification change could be processed.
This letter confirms NRC approval to restart Unit 1 as requested in your letters of October 2 and 6, 1987.
