MEETING SUMMARY AND NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-280/87-26 AND 50-281/87-26)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted on

July 27 - August 10, 1987 at the Surry Power Station. During this inspection,

a failure to comply with NRC regulatory requirements was identified.

The

report documenting this inspection was sent to you with a letter dated

August 18, 1987.

The NRC concerns relative to this finding were discussed

between Dr. J. N. Grace, Regional Administrator, and other members of the

Region II staff and members of your staff in an Enforcement Conference held on

August 26, 1987.

It is our opinion that this meeting was beneficial and provided for a better

understanding of the event.

The

subjects discussed are detailed in

Enclosure 2.

The violation described in the enclosed Notice of Violation involved a failure

to prescribe activities affecting quality by documented instructions of a type

appropriate to the circumstances.

The lack of a formal administrative control

program for operation of containment isolation valves is of particular concern.

In addition to the need for corrective action regarding the specific matters

identified in the enclosed Notice, we are concerned about the threshold of the

formal identification and evaluation of non-conformance conditions.

Review of

the corrective action process with regard to station deviation reports was

identified as an issue in Inspection Report 280; 281/86-09 earlier this year.

Consequently, your response- should describe those particular actions taken or

planned to improve the effectiveness of your program.

In accordance of Section 2.790 of the NRC 1 s

11 Rules of Practice,

11 Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room .
