We believe there may have been a misunderstanding regarding.the purpose of early submittal of exercise information which we requested in our letter of January 29, 1982.
We concur with your concern that only exerci~e planners, observers, and controllers should have prior access to an exercise scenario.
As noted in our January 29, 1982, letter, it is important that steps be taken to avoid expanded distribution. It is necessary, however, that this office review exercise scenarios in'advanc~, such that any proposed changes can be discussed and resolved early to avoid the impact of major changes at the last minute.
We believe each organization involved with the exercise can establish the necessary -
controls so that those that have a need to know have advance detailed information, and others do not. That is the approach taken in Region II; only NRC observers have access to the scenarios, participants do not.
In summary,, we consider the need for early NRC review of exercise scenarios to out~~igh ~ny potential disadvantages, and stress again that all participating organizations must control access to the information.
