DPR-32 DPR-37 We have reviewed your letter of December 9, 1981 in reference to the inspection conducted at Surry Power Station between October 26 and October 30, 1981 and reported in IE Inspection Report Nos. 50-280/81-30 and 50-281/81-30.
Our response to the specific infraction is attached.
We have determined that no proprietary information is contained in the reports.
Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a
matter of public disclosure.
The information contained in the attached pages is true and

NRC COMMENTS:
e RESPONSE TO NOTICE OF VIOLATION 50-280/81-30 and 50-281/81-30 Attachment Page 1 Serial No. 693 10 CFR 20. 203 (b) requires that each radiation area shall be conspicpously posted with a sign or signs bearing the radiation caution symbol and the words:
Caution Radiation Area.
10 CFR 20.202(b)(2) states "Radiation Area" means any area, accessible to personnel, in which there exists radiation., at such levels that a major portion of the body could receive in any one hour a dose in excess of five millirems, or in any five consecutive days a dose in excess of 100 millirems.
Contrary to the above, on October 28, 1981, waste drums reading 10 mrem/hr at eighteen inches were stored in the yard area within the radiation controlled area.
The area where the drums were stored was not posted as.a radiation area.
This is a Severity Level V Violation (Supplement IV).
RESPONSE
- 1.
The violation is correct as stated *
- 2.
Reasons for the violation.
The waste oil drums in question were stored and had been stationary for several weeks prior to the inspection.
When initially placed in storage, the drums were surveyed and the area posted as a "Radioactive Materials Area" only. It is believed that, over time, particulate matter which contaminated the oil settled out and formed a
. concentrated layer of radioactive contamination on the bottom of the drum, thereby creating a higher radiation level due to source geometry.
Subsequent periodic surveys were performed.
However, personnel conducting these surveys did not contemplate the potential for an increase in radiation level.
The surveys were thus inadequate to detect this change.

The corrective steps taken and results achieved.
The area was immediately posted as a radiation area and those personnel responsible for radiation surveys of this area were informed of the alleged violation.
The stated cause which resulted in the improper posting was discussed with these individuals and the importance of attention to detail when performing all radiation surveys was stressed.
4 *. Corrective steps which will be taken to avoid further violations.
In the future, more frequent inspections of these areas will be conducted by supervisory personnel to ensure proper posting and radiological controls.
