DPR-32 DPR-37 We have reviewed your letter of August 20, 1981 in reference to the inspection conducted at Surry Power Station between July 3-8, 1981 and reported in IE Inspection Report Nos. 50-280/81-21 and 50-281/81-21. Our response to the specific infraction is attached.
We have determined that no proprietary information is contained in the report.
Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.
The information contained in the attached pages is true and accurate to the best of my knowledge and belief.

SURRY POWER STATION RESPONSE TO NOTICE OF VIOLATION APPENDED TO INSPECTION REPORT 50-280/81-21 AND 50-281/81-21 Attachment Page 1 Technical Specification 6.4.E requires that a temporary change to a periodic test procedure may be made provided the change is approved by the cognizant supervisor and a licensed Senior Reactor Operator prior to implementing the change.
Contrary to the above, Step E.3.2 of Periodic Test 28.11, Control Bank B Rod Worth Measurement Using Dilution, was deleted without documented prior approval.
Water samples for analysis of the boron concentration in the reactor coolant system and pressurizer were not taken at 15 and 30 minute intervals as *specified by Step E.3.2.
Failure to obtain the samples at 15 and 30 minute intervals did not invalidate the test results.
This is a Severity Level VI Violation (Supplement I. F.).

The reason for this violation was an oversight by the responsible test engineer.
