This refers to the enforcement conference conducted with you and others of your
staff in the Region II office on August 25, 1981.
This meeting was related to
activities authorized by NRC Operating License Nos. DPR-32, DPR-37, NPF-4 and
NPF-7 for the Surry and North Anna facilities.
The subjects discussed are
described in the enclosed inspection report.
Our concerns regarding management effectiveness in your operational quality
assurance program and certain other current operational issues were expressed
during this meeting.
Your positive and candid response to our concerns is
appreciated.
We believe this meeting was beneficial and provided a better mutual
understanding of inspection and enforcement activities .
You are currently responding to our recent Surry inspection as requested in my
letter to VEPCO dated July 22, 1981.
In addition to the corrective action
regarding these specific violations, please provide to this office within thirty
days a written description of those actions you have taken or planned to improve
management effectiveness in your operational quality assurance program.
In accordance with 10 CFR 2. 790, a copy of this letter and enclosures wi 11 be
placed in the NRC Public Document Room.
Should you have any questions about this
matter, we will be pleased to discuss them.
