DEOCRIPI'ION of EVENI': On November 15,1980, with the unit at 100% p:JWer, No. 3 Energercy Diesel Diesel Generator (EOG) failed to resµ:>nd to a manual.,start signal initiated from the control room. The manual start cii:;cuit was in the "Prefen:ed Start #1" node. The ~err~ Start #2" circuit was selected am the EOG i successfully started. This is contra:cy to Tech.'1ical Specification 3.16.A.l and is rep:>rtable per Technical Specification 6.6.2.b(2).

The starting air motor vanes were foun::l to be \\\\Om beyond acceptable l:irnits, thereby preventing the notor from rotating.
