& DPR-37 Based on the NRC inspection September 9-10, 1980, certa*in of your activities were apparently not conducted in full compliance with :NRC requirements as indi-cated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
A.
As required by Criterion V of Appendix B to 10 CFR 50 and implemented by VEPCO Topical Report VEP-1-A Section 17 paragraph 17.2.5, states in part that... procedures shall include appropriate quantitative acceptance criteria for determining that important activities have been satisfactorily accomp-lished.
Contrary to the above, on September 10, 1980, NDT-15.1 "Visual Examination of Nuclear Components) did not contain specific acceptance criteria for initial inspection of welds fabricated to applicable construction codes.
This is an infraction.
B.
As required by Criterion XVII of Appendix B to 10 CFR 50 and implemented by VEPCO Topical Report VEP-1-A Section 17 paragraph 17.2.17, states in part that Quality Assurance records relating to... documentary evidence of... activities affecting quality... include monitoring of work performance, are maintained and are retrievable.
Contrary to the above, on September 10, 1980, there was no documentary evi-dence to verify that VEPCO's NDT group had monitored vendor work performance relative to IEB 79-17 NDE inspections.
This is a deficiency.
