This refers to your letter dated June 9, 1980, Serial No. 462 responding to the

Notice of Deviation transmitted to you by our letter of May 16, 1980.

We have

the following comment on your reply and on Virginia Electric and Power Company's

(VEPCO) activities related to IE Bulletin 79-02 for Surry, Unit 1.

It was noted

1in NRC inspection report 50-280/80-18 that as of April 30, 1980,

approximately 25 anchors (testing one anchor per baseplate) had been inspected

and tested.

Per telecon between NRC Region II Inspector R. M.

Compton and

VEPCO's R.H. Woodall on June 23, 1980, approximately 52 anchors (baseplates)

had been inspected and tested.

Mr. Woodall estimated that there are a minimum

of 640 anchors to be inspected/tested on Surry Unit 1.

We do not consider that

the inspection/testing of 27 anchors in seven weeks adequately meets the intent

and schedule of IE Bulletin 79-02 or your previous commitments.

Subsequent

discussions with site personnel indicate that anchors are now being tested at a

much higher rate.

We request that you continue to expedite completion of the

anchor inspection and testing specified in IE Bulletin 79-02.

We also request

that you provide this office with a specific schedule which would . include

milestones that indicate a planned and continuing effort for completion of this

work.

We will examine your corrective actions and plans during subsequent

inspections.

If you have any questions on this matter, we will be glad to discuss them with

you.
