50-281 License ~OS. DPR-32 DPR-37 We have reviewed your letter of April 18, 1980, in reference to the inspection conducted at Surry Power Station on March 10-14, 1980, and reported in IE Inspection Report Nos. 50-280/80-04 and 50-281/80-06.
Our Tesponse to the specific infraction is attached.
We have determined that no proprietary information is contained in the reports. Accordingly, the Virginia Electric and Power Company bas no objection to these inspection reports being made a matter of public disclosure.

RESPONSE TO VIOLATION LISTED IN IE INSPECTION REPORT NOS.
50-280/80-4 & 50-281/80-6 Attachment NRC COMMENT:
- As required by 10 CFR 50, Appendix E, Item IV.Hand Section 7.1.1 of the
-- Surry Nuclear Power Station Emergency Plan, periodic training shall be*
provided to all facility personnel.
Moreover, Technical Specification
- 6. 4. D requires in part that emergency procedures shall be maintained and followed.
Emergency Plan Implementation Procedure _21 requires, in part, annual retraining for all facility personnel.
Contrary to the above, four of the five designated &nergency Directors had not received retraining since August 8, 1978.
This is an infraction.
RESPONSE
The violation is correct as stated.
- 1.
Cor~ective steps which have been taken.
- 2.
As a result of the infraction involving the failure to retrain four of the five designated Emergency Directors on the Emergency Plan and Implementing Procedures, the 1raining Department has conducted a training session in which all of the designated Emergency Directors were retrained as per Se,:tion 7.1.1 of the Emergency Plan.
Corrective steps taken to avold further non-compliance.
As a result of the number of changes administered to the Emergency Plan and Implementing Procedures and consequently reviewed by the Station Nuclear Safety and Operating Committee (SNSOC), the station manageme~t presumed that the Emergency Directors had been adequately retrained. as required in Section 7.1.1 of the Emergency Plan.
In the future, formal training will be administered to these individuals by the Training Department.
