June 4 2018 Mr. William F. Maguire Site Vice President Entergy Operations, Inc.
River Bend Station, Unit 1 5485 U.S. Highway 61 N St. Francisville, LA 70775
SUBJECT:
NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 58 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING RIVER BEND STATION, UNIT 1 (EPID L-2017-LNE-0027)
Dear Mr. Maguire:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 58 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating license NPF-47 for an additional 20 years of operation for River Bend Station, Unit 1 (RBS). Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS).
ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The accession number for draft Supplement 58 to the GElS is ML18143B736. In addition, the West Feliciana Parish Library, 5114 Burnett Road, St. Francisville, Louisiana 70775 has agreed to make the draft supplement available.
As discussed in Chapter 5 of the draft supplement, the preliminary recommendation is that the adverse environmental impacts of license renewal for RBS are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on: (1) the analysis and findings in the GElS; (2) the Entergy Louisiana, LLC and Entergy Operations, Inc. Environmental Report; (3) consultation with Federal, State, Local, and Tribal agencies; (4) the NRC staff's own independent review; and (5) the NRC staff's consideration of public comments received during the scoping process.
W.
A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency (EPA).
The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the Federal Register If you have any questions regarding this matter, please contact Mr. David Drucker, Project Manager, for the environmental review of the RBS license renewal application, by telephone at 301-415-6223 or by e-mail at david.drucker@nrc.gov.
Sincerely,
/RA/
