Dear Director Tappert:

Power Resources Inc. d/b/a/ Cameco Resources (Cameco) submitted responses to Nuclear Regulatory Commission (NRC) staffs request for additional information (RAI's) on November 18, 2014 (environmental report, ADAMS Accession Number ML 14353A314) and on April 21, 2015 (technical report, ADAMS Accession Number ML 16063A418).

NRC staff completed the acceptance review of the RAI responses and informed Cameco on May 2, 2016, by letter, that the staff had determined adequate information was provided on 88 of the outstanding 115 RAI responses.

NRC informed Cameco that there were 27 remaining RAI responses that had insufficient information to complete the review. Included with this correspondence are thirteen (13) technical report (TR) RAI responses and two (2) environmental report (ER) responses.

The twelve (12) outstanding TR RAis related to radiation safety will be sent to NRC in an additional submittal.

The additional ER data included with this letter should contain the requested information to complete the outstanding ER responses.

Attachment 1 includes:

Technical Report

  • The technical report (TR) response table.
  • Guide to page insertion for the TR
  • Section 3.0 Description of Proposed Facilities and Operations
  • Section 6.0 Groundwater*

Quality, Restoration, Surface Reclamation, and Facility Decommissioning Plans

  • New Table 3-1.1 Smith Ranch-Highland Proposed Mine Units.
  • Additional material provided is the TR table of contents, TR table figure appendices list, and a TR list of tables. Energizing tile World Attachment 2 includes:

Environmental Report

  • The environmental report (ER) response table.
  • Guide to page insertion for the ER.
  • Updated ER Appendix B to include two years of updated meteorological data for Smith Highland (Required to answer RAl 2 in TR)
  • New Appendix Bl includes environmental data that is required to answer RAl AQ-2. (disk) The disk contains two years of data from the Converse County air quality station that is maintained by the Wyoming Department of Environmental Quality (WDEQ), Air Quality Division (AQD) and is located near Smith Ranch-Highland at the site of Cameco's discontinued Fowler Ranch monitoring station.
  • Section 4. 0 Site Characterization and Description has been updated to reflect the addition of the site environmental monitoring data. Cameco is working on the additional radiation safety RAis with a goal to submit the final outstanding responses by the end of the first quarter 2018.
