The purpose of this 1etter is to advise you of the pre1 irninary results of that review, with particular (-:mphasis on potential problem areas, and to identify related concerns which we believe require your further examination.

We are finalizing n generic report on TMI-2 matters related to i1estinghouse operating plants. Although this report is not yet
_complete, among other things, vm <~xpect that it will recommend
- further analyses of transients and smal 1 reactor coolant system breaks, the development of appropriate written procedure guidance to operators in tile use of these new: procedures.

roles in these cases.

The l\\dvisory Committee on Reactor Safeguards (ACRS} has issued five letters -to tit(: Commission as a result of their examination of the Tf.'il-2 accident.
We need a clear and concise position from ali l icer.sees with respect to each of tlv.: recommenda.tions contained in these letters. /\\ summary of the l\\CRS recommendations is pro\\/ided as Enclosure 3.

Individual licensees have indicated an interest in meeting directly with tile staff regarding the Bulletin items for their facilities.
Experience to date has demonstrated* that the staff does not have time to meet individually with each 1 icensee to resolve these items.
It "is clear that tt1ere are a significant number of technical issues yet to be r~solved for a large number of Westinghouse operating.plants. There are limited resources available within the NRC staff to perform the necessary 1:mrk.
This situation is exacerbated by the need to conduct similar and concurrent activities with those owners of B&W, C-E, and GE designed operating plants. At the same time, there is a need to resolve-these matters promptly.
To resolve the issues described above in a prompt and expeditious manner, we believe tilere is a compelling need to establish an 01,mer's group_ for t*Jestinghouse operating plants.
rJe expect that such a group would be needed for t!1e remainder of calendar year 1979.
Ov111er' s groups have Horked effectively in the past in minimizing staff and industry n:source requirements to resolve other generic problems.
~Je strongly urg~ you to meet with other owners of Westinghouse operating plants to consider the formation of such a group prior to our meeting on rlay 30.
