OF MEETING HELD ON MlW 3~ 1979 HITl-1 VIRGINIA ELECTRIC :,No POWER COMPAi*N TO DISCUSS MODIFIC1WIONS AND TESTING FOR THE *SURRY EMERGENCY i3USES The subject meeting was held on May 3, 1979 in Bethesda, Maryland.

The purpose of the meeting. was to discuss the modifications and testing for the emergency buses.

A list of attendees is attached.

By LER dated April 5 3 1979, VEPCO reported_ tl1at during a load study of the Unit l ~80 VAC Emergency Bus~ it*was discovered that an_ under-power condition could exist for a postulated loss of coolant accident

. with or \\-':lithout the loss of off-site power.

This under-power condition could have prevented the proper functioning of engineered safeguards equipment. Surry Units -1 and 2 were shutdown at the time for other reasons.

By letter dated April 16, 1979, we requested VEPCO to provide the modification plans and testing program to correct the emergency bus deficiency.

The description.of the modifications and the testing to be. performed was discussed and is provided by VEPCO letter dated May 3, 1979.

lfa asked VEPCO to prov*ide the results of *the testing performed on the modified systems.

VEPCO stated that, to the extent practicable~ an

  • integrated test would be. performed.

We stated tllat we want to review and approve_ these plans prior to Surry 1,'.

starting back to power.

Mr. Benton stated that' Surry 1 would remain down until the NRC reviet\\/ is complete.
