SUMMARY
OF PUBLIC MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION, THE NUCLEAR ENERGY INSTITUTE, AND INDUSTRY TO DISCUSS EMERGENCY PREPAREDNESS FREQUENTLY ASKED QUESTIONS On April 4, 2018, a Category 2 public meeting was held with members of the Nuclear Energy Institutes (NEI) and industry representatives. The purpose of the meeting was to discuss the following proposed Emergency Preparedness Frequently Asked Questions (EPFAQs) related to the emergency action level (EAL) scheme contained in NEI 99-01 (Revision 6),
Development of Emergency Action Levels for Non-Passive reactors, which were submitted by NEI to U.S. Nuclear Regulatory Commission (NRC) for review:
EPFAQs 2018-001, Reactor Coolant System (RCS) Barrier Loss Clarification (Agencywide Document Access and Management System (ADAMS) Accession No. ML18081A288), requests clarification of whether operators creating RCS openings when needed to maintain core cooling for a pressurized water reactor, should be considered as a loss of the RCS Barrier.
EPFAQ 2018-002, Boiling Water Reactor (BWR) Unisolable Leak (ADAMS Accession No. ML18081A302), requests clarification of how a plant operator should classify an RCS breach at a BWR facility that is isolated locally (i.e., outside the Control Room).
EPFAQ 2018-003, Fire in Containment (ADAMS Accession No. ML18081A309),
requests clarification as to whether a site-specific EAL can be informed by plant design features that would allow operators to determine whether the receipt of a single fire alarm is likely due to a spurious actuation.
The EPFAQs, including the question criteria that must be met for the NRC staff to accept the proposed EPFAQ for review, can be found on the NRCs public website under Emergency Preparedness and Response: https://www.nrc.gov/about-nrc/emerg-preparedness/faq/faq-contactus.html. The NRC staff, using this criteria, found EPFAQs 2018-001, 2018-002, and 2018-003 acceptable for review.
