NRG-EVALUATED EMERGENCY PREPAREDNESS EXERCISE - COMBINED
HOPE CREEK AND SALEM INSPECTION REPORT NOS 50-354/98-04,
50-272/98-80, AND 50-311 /98-80
Dear Mr. Keiser:
The enclosed report documents an inspection for public health and safety, led by
Mr. D. Silk at Artificial Island, Hancocks Bridge, New Jersey, during the week of March 2,
1998. The inspection evaluated the performance of your emergency response organization
during the March 3, 1998, Salem Unit 2 full-participation exercise. The inspectors
discussed the findings of this inspection with Donna Miller and others of your staff on
March 4, 1998.
Based on the results of this inspection, it was determined that the overall performance of
the emergency response organization was good. Simulated events were accurately
diagnosed, proper mitigation action was performed, emergency declarations were timely
and accurate, and offsite agencies were notified within 15 minutes. Efforts by the
technical support staff to terminate the simulated radiological release could have been
more aggressive. No exercise weaknesses, safety concerns, or violations of NRC
requirements were identified. No response to this letter is necessary.
In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room.
