REQUEST FOR ADDITIONAL INFORMATION REGARDING INSERVICE TESTING PROGRAM, SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 & 2 (TAC NOS. MA0146 AND MA0147)
Dear Mr. Keiser:
On November 6, 1997, the Public Service Electric and Gas Company (PSE&G, the licensee) submitted the Salem Nuclear Generating Station, Unit Nos. 1 and 2, "lnservice Testing Manual for Pumps and Valves Program, Interval 2 Program,* Revision 8, dated October 1, 1997. As stated in the submittal, the end date for lnservice Testing (IST) Interval 2 is being extended from June 30, 1997, to August 30, 1999. This extension is the result of the extended outage of Salem Unit 2. Although Salem Unit 1 remains in a similar extended outage, the licensee intends to keep both units on the same interval schedule. The extension is allowed by Section IWA-2400(c) of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code).
The U.S. Nuclear Regulatory Commission (NRC) staff has determined that the November 6, 1997, submittal is not a 10-year IST program update as required by the regulations and does not contain any new relief requests. Therefore, no NRC staff review is required at this time. The NRC staff does note that this program submittal is a significant improvement over the previous Salem IST program and represents a solid effort by your staff.
The NRC staff, however, identified a concern with an item in Technical Position 6 (TP-6) in 1/0, attachment 1 to the Salem IST Program. In TP-6, PSE&G appears to take a position which could I'
potentially conflict with the ASME Code. TP-6 Section 11.4, which discusses the forward flow testing of check valves associated with the containment integrity issue in NRC Generic Letter (GL) 96-06, states:
"... Neither disassembly and inspection or maximum required accident condition flow, as described in NRC GL 89-04, will be performed to take credit for a full-stroke exercise due f)-'Cj" j to the insignificant amount of disk movement required for the valve to fulfill its intended L, I Y 1 safety function... "

January 27, 1998 The ASME Code, OMa-1988, Part 10, Paragraph 4.3.2.4(a) states:
"... The necessary valve obturator movement shall be demonstrated by exercising the valve and observing that either the obturator travels to the seat on cessation or reversal of flow, or opens to the position required to fulfill its function... Observation may be by observing a direct indicator such as a position indicating device, or by other indicator(s) such as changes in system pressure, flow rate, level, temperature, seat leakage testing or other positive means... "
Therefore, it appears that PSE&G does not intend to observe the obturator travel for these valves to their safety function, either by direct indication or other positive means. If so, the change from the ASME Code requirements for components in the IST program would require a request for relief.
The NRC staff requests that PSE&G review this concern and determine if a change to the IST program is necessary and inform the NRC of the results of this review. The staff requests that this additional information be provided within 60 days of receipt of this letter.
