SAFETY EVALUATION REPORT DOCKET: 70-1227 LICENSEE: Framatome Inc.

SUBJECT:

APPLICATION FOR NAME CHANGE (ENTERPRISE PROJECT IDENTIFIER L-2018-LLA-0009)

BACKGROUND INFORMATION By letter dated January 19, 2018, the licensee submitted a request for the U.S. Nuclear Regulatory Commission (NRC) to amend special nuclear material license number SNM-1227 to reflect the new company name. The request included a revision of the Fundamental Nuclear Material Control (FNMC) Plan.

DISCUSSION The NRC staff performed a detailed review of changes to Chapters 1 - 11 of the commitments for License no. SNM-1227. The change was replacing the old company name (AREVA Inc.)

with the new company name (Framatome Inc.). All other commitments remained unchanged.

The NRC staff found the change acceptable.

The NRC staff performed a detailed review of Revision 7.1 of the FNMC Plan also. In addition to the new company name, the revision included other changes which the licensee was authorized to make without prior NRC approval in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 70.32. The NRC staff found the changes acceptable.

ENVIRONMENTAL REVIEW The changes requested by this amendment are administrative and organizational in nature.

The provisions of 10 CFR Paragraph 51.22(c)(11) state that such actions are excluded from the requirement to perform an environmental review if certain criteria are met. The NRC staff finds that (i) there is no significant change in the types or significant increase in the amounts of any effluents that may be released offsite, (ii) there is no significant increase in individual or cumulative occupational radiation exposure, (iii) there is no significant construction impact, and (iv) there is no significant increase in the potential for or consequences from radiological accidents. Therefore, as authorized by 10 CFR 51.22(c)(11), neither an environmental impact statement nor an environmental assessment has been prepared for this amendment.

CONCLUSION Based on the discussion above, the NRC staff concludes that the company name change and other administrative changes are acceptable and amendment of the license is recommended.
