SUMMARY
OF APRIL 5, 2018, PARTIALLY CLOSED MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST REGARDING TRANSITION TO FRAMATOME FUEL FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2018-LRM-0020)
On April 5, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public and partially closed meeting with representatives from Arizona Public Service Company (APS, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's upcoming license amendment request (LAR) regarding the use of Framatome (formerly known as AREVA) advanced CE-16 high thermal performance (HTP) fuel for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). The licensee will also request an exemption to allow use of MS clad for Palo Verde. The meeting notice and agenda, dated March 23, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML180886259. The enclosures to this document contains the meeting attendance list for both public and closed meeting. The licensee provided slides for this public meeting, which are available in ADAMS at Accession No. ML18088A012. The licensee also provided slides for the closed meeting, and the redacted version of these slides is available in ADAMS at Accession No. ML 18103AOOO.
APS will be referring to AREVA's Topical Report (TR) ANP-10337P, "PWR [Pressurized Water Reactors] Fuel Assembly Structural Response to Externally Applied Dynamic Excitations," in the Framatome fuel LAR. The staff is currently scheduled to issue the final safety evaluation of this TR by May 2018. The licensee stated its plans to submit the Framatome fuel LAR by June 30, 2018.
There were no public comments made at the public meeting. The NRC did not receive public meeting feedback forms.
