NRC INTEGRATED INSPECTION REPORT 50-272/97-03, 50-311 /97-03 .

Dear Mr. Eliason:

On March 15, 1997, the NRC completed an inspection at your Salem 1 & 2 reactor

facilities. The enclosed report presents the results of that inspection.

During the 7-week period covered by this inspection period, your conduct of activities at

the Salem facilities was generally characterized by safety-conscious operations, sound

engineering and maintenance practices, and careful radiological work controls. We noted

that generally good performance with occasional minor lapses continued to characterize

plant staff performance. We noted, in particular, that the direct involvement of managers

and supervisors continued to play a key role in raising the standards and achieving the

desired results in every area of performance*.

The NRC closed its review of the Salem Unit 2 Generic Letter 89-10, "Safety-R_elated *

Motor-Ope,rated Valve (MOV) Testing and Surveillance," program. This conclusion was

contingent upon a commitment to pursue additional actions for valves 2RH 1 and 2, PR6

and 7, and CC 131 and 190 regarding valve factor justification and design-basis capability.

These actions would be pursued in conjunction with your periodic verification program

activities in response to GL 96-05. Consequently, we request that you respond with your

intended actions relative to the six MOV's in question.

In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR) ..
