MANAGEMENT MEETING (#2) HELD NOVEMBER 18, 1996 AT SALEM AND HOPE CREEK'S EMERGENCY OPERATIONS FACILITY IN SALEM, NJ

Dear Mr. Eliason:

This letter and enclosures summarize the November 18, 1 996 meeting between members of your staff, the NRC Region I staff, and representatives from the Federal Emergency Management Agency (FEMA) Region II, the Department of Energy, and the States of New Jersey (NJ) and Delaware (DE). The meeting, held at your Emergency Operations Facility, was convened at the request of your EP staff to discuss the objectives for your. 1998 full-participation ingestion pathway exercise at Salem. Enclosed is a copy of.the_ meeting.

  • Your *staff was exploring the possibility of focusing the 1998 exercise objectives on re-entry and recovery, important areas which usually receive only token attention.

Accordingly, they proposed that the plume exposure pathway portion of the exercise be waived to accomplish this goal. The States of NJ and DE supported this proposal in

-principle, since their representatives were also interested in practicing re-entry and recovery efforts.

We feel that this proposal has merit. However, after conferring with NRC Headquarters, we have concluded that the plume portion of the exercise cannot be waived. Appendix E to 10 CFR 50 states that the full-participation exercise must include the testing of the "major observable portions of the onsite and offsite emergency plans." If the plume portion of the exercise was waived, major portions of the emergency plan, such as event classifications, notifications, and protective action recommendation formulation, would not be demonstrated. These are required to ensure the proficiency of emergency responders to perform them.

One alternative to this proposal was that the two states would perform the plume phase of the exercise together, followed by the ingestion phase at a later date, when re-entry and recovery objectives could be developed more fully. This concept is good, but would require extensive coordination between your staff, the states, and federal agencies, especially FEMA.
