- Page 2 1998 SALEM AND HOPE CREEK EXERCISE BACKGROUND:
A traditional Ingestion Pathway Exercise takes three days to evaluate. It consists of a plume zone exercise on day one with the ingestion pathway objectives (including relocation) compressed into the last two days. The Group C Objectives comprise a third of those identified in REP 14 yet, due to the complexity of the ingestion exercise, they are required only once *every six years.
New Jersey is proposing that. the 1998 Salem and Hope Creek Exercise center on the Group C Objectives. This would entail waiving the Plume Zone Exercise entirely.
CONCEPT:
Conduct an Ingestion Pathway Exercise without having a plume zone exercise. This would afford the State, Utility, and Federal Agencies an opportunity to fully demonstrat.:, Objectives 24, 25, 26, 27, 28 and 29 using the facilities and personnel available during an actual emergency.
New Jersey woul.d be able to coordinate field sampling and laboratory analysis with its federal counterparts. This would provide the State with a more complete underst:allding of the extent_of
- federal_* support through exercise participation and enhance* tbe *State's use *of its.~wn ~apabilities and resources.
The decision making process for preventive and protective (Protective Action Guides) and relocation would be enhanced through participation by FE1v1A and the contiguous States. Real issues surrounding market credibility can be discussed and addressed.
The implementation of the Protective Action Guides will be more meaningful with the inclusion of federal agencies. A degree of realism is lost during ingestion exercises where the State plays in a vacuum. Decisions on sweeping protective actions take federal cooperation and capabilities for granted. This is especially true with decisions on major cash crops and migratory water fowl.
The re-entry and recovery phase of an Ingestion Exercise, generally comprises the last one or two hours of the exercise. There is little time afforded to reviewing the extensive sampling and analysis which takes place before a decision can be made allowing the public to return. The complex issues regarding the actual return of the public is given little exercise time. The communications between the various levels of government is not fully tested.
