LICENSING BASIS CHANGE RELATING TO EMERGENCY DIESEL GENERATOR (EDG)

AIR START SYSTEMS, SALEM NUCLEAR GENERATING STATION, UNITS I AND 2 (TAC NOS. M94636 AND M94637)

Dear Mr. Eliason:

By letter dated February 8, 1996, Public Service Electric and Gas Company (the licensee) proposed to change the licensing basis for Salem Nuclear Generating Station, Units 1 and 2.

The proposed change would delete the air dryers in the EDG air start systems.

The air dryers were installed by the licensee as a means of complying with the recommendations of NUREG/CR-0660 and were found acceptable by the staff as stated in Supplement 5 to NUREG-0517, Safety Evaluation Report.

The licensee proposes to delete the air dryers and replace them with system piping and components made of corrosion resistant materials, and has requested that the licensing basis for both units be changed to reflect this alternative approach to compliance with the recommendations of NUREG/CR-0660 as reflected in NUREG-0800, Standard Review Plan.

Enclosed is our Safety Evaluation which concludes that the licensee's proposal is acceptable.
