SALEM RESIDENT INSPECTION NOS. 50-272/95-21; 50-311/95-21

Dear Mr. Eliason:

The enclosed report documents an inspection for public health ~nd safety,

conducted by Mr. C. Marschall, Senior Resident Inspector and other members of

the NRC resident staff at the Salem Nuclear Generating Station for the period

between November 19, 1995 and January 13, 1996.

The inspectors discussed the

findings of this inspection with Mr. C. Bakken, Acting General Manager-Salem

Operations, and other members of your staff.

In the attached report, we reviewed the Significant Event Response Team (SERT)

report for the circumstances leading to, and causing the Salem Unit 2 reactor

trip in June 1995.

You agreed to conduct the SERT review in Confirmatory

Action Letter (CAL) 1-95-009, dated June 9, 1995. Although we have concluded

that the SERT did not result in effective self-assessment, we found that the

new Salem management team, functioning as the Corrective Action Review Board,

successfully demonstrated the ability to perform critical self-assessment and

hold the Salem staff to high standards of performance.

We also noted that the

Salem Restart Plan contains actions intended to insure effective self-

assessment and high employee standards for performance.

We will continue to

monitor your efforts to this end.

This report contains inspection findings of the resident inspection staff as

well as findings from other inspections which were performed during the time

period indicated.

The findings from inspectors other than the resident

inspectors are provided as attachments to this report with a separate cover

which details areas inspected and includes the signatures of the lead

inspector and the cognizant branch chief.

The overall conclusions will be

reflected in the Executive Summary for the complete report.

We are taking

  • this approach to better integrate our inspection findings into a consistent

regulatory message and more clearly communicate how these findings may reflect

a change in your performance.

Within the scope of this inspection, the inspectors did not find any

violations.

No reply to this letter is required.

In accordance with 10 CFR

2.790 of the NRC's "Rules of Practice," a copy of this letter and its

enclosures will be placed in the NRC Public Document Room .
