SAFE SHUTDOWN CAPABILITY REASSESSMENT FOR SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M87879 AND 87880}

Dear Mr. Eliason:

During the period of May 17-21, 1993 and on July 19, 1993, NRC Region I conducted a triennial Appendix R post-fire safe shutdown inspection at Salem Nuclear Generating Station, Units I and 2.

The Office of Nuclear Reactor Regulation (NRR} provided significant technjcal support to the inspection team.

The scope of this inspection was focused on evaluating the licensee's compliance with the post~fire safe shutdown criteria contained in Sections 111.G and 111.L of Appe~dix Rt~ Part 50 of Title IO of the Code of Federal Regulations (IO CFR Part 50).

As a result of this inspection, Region I requested technical assistance from NRR regarding the following issues raised during the inspection:

  • I} The alternative shutdown methodology Wa$ found to rely on the use of repair activities to provide electrical independence from the affected fire area and/or restore operability of equipment required to achieve and maintain hot standby conditions; and 2) The licensee's analysis of fire-induced spurious actuation was determined to be non-conservative to the extent that the analysis assumed only one spurious operation would occur, regardless of the extent of fire damage and the number of potentially affected circuits involved.

In res~onse to this inspection and the above issues raised, the licensee, by letters dated August 2, 1993, and October 26, 1993, submitted additional information to resolve these issues. Our contractor, Brookhaven National Laboratory (BNL) reviewed these submittals and post-fire safe shutdown methodology and analysis of associated circuits. Enclosure I is the Technical Evaluation Report (TER} from BNL.

We have reviewed the TER and agree with its conclusions.

We have concluded that the licensee does not satisfy the requirements of Section 111.G of Appendix R, to the extent that redundant trains of equipment necessary to achieve and maintain hot shutdown conditions may be damaged by a single fire and the licensee's analysis for fire-initiated spurious signals is Ail~~ -
