SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2, AND HOPE CREEK GENERATING STATION, REQUEST TO USE ALTERNATIVES TO ASME CODE SECTION XI (TAC NOS. M91036, M91037, AND M91038)

Dear Mr. Eliason:

By letter dated October 19, 1994, Public Service Electric and Gas Company (PSE&G) requested approval to use alternatives to the American Society of Mechanical Engineers (ASME) Code Section XI pursuant to the provisions of 10 CFR 50.55(a)(3). Specifically, PSE&G requested approval to use the provisions of Code Case N-498-1, "Alternative Rules for 10-Year System Hydrostatic Testing for Class 1, 2, and 3 Systems," and Code Case N-524, "Alternative Examination Requirements for Longitudinal Welds in Class 1 and 2 Piping," for Salem and Hope Creek.

The NRC staff has reviewed the PSE&G submittal and concludes that Code Cases N-498-1 and N-524 are authorized pursuant to 10 CFR 50.55(a)(3)(ii).

Use of these two Code Cases is authorized until such time as the Code Cases are published in a future revision of Regulatory Guide 1.147.

At that time, if PSE&G intends to continue to implement these Code Cases, PSE&G is to follow*

all provisions in Code Cases N-498-1 and N-524, with limitation issued in Regulatory Guide 1.147, if any.

The staff's evaluation and conclusions are contained in the enclosed safety evaluation.
