This letter refers to the radiation controls safety inspection conducted

during the Salem Unit 2 outage by Mr. J. Noggle of this office on October 24 -

November 2, 1994 of activities authorized by NRC License Nos. DPR-70 and

DPR-75 at the Salem Nuclear Generating Station and to the discussions of our

findings held by Mr. J. Noggle with Mr. J. Hagan and other members of your

staff on November 2, 1994.

Areas examined in this inspection are important to public health and safety',

and are described in the NRC Region I Inspection Report which is enclosed with

this letter. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

The areas inspected included health physics (HP) work control, additional HP

staffing and qualifications, ALARA planning and results, and radiological

occurrence report resolution. Overall, radiological controls performance was

very good.

The radiological occurrence reports for 1994 were found to be few

in number and generally of low safety significance.

No safety concerns or

violations of regulatory requirements were observed and no response to this

l~tter is required.

This inspection also noted effective HP coverage and very good ALARA controls

during the Salem Unit 2 outage.

Two noteworthy ALARA initiatives were the

prototype robotic arm for steam generator platform support activities (being

field tested) and the use of an eddy current cable cleaner to enhance

contamination controls during eddy current inspection activities. The ALARA

tracking program was found to be comprehensive, with several notable exposure

reduction developments and very good overall results. The following aspects

were nonetheless identified for consideration.

The ALARA tracking program was effective, but did not track exposures

against work completion status. Instead, the tracking was to pre-

planned man-hour expenditures.

Extensive shielding was effective in reducing dose rates in major work

areas.

But, it appeared that improved low dose rate, high occupancy

area evaluations could be made to better optimize collective doses.

The use of remote HP work stati6ns resulted in a reduced HP presence in

work areas.

In. some instances, our inspection found the associated

absence of on-scene, personal HP contact with workers to be accompanied

by a lack of worker attention to minimizing their exposure potential.
