SUBJECT: COMBINED SALEM 1AND2 (50-272/93-16.AND 50-311/93-16) AND

HOPE CREEK (50-354/93-13) REQUALIFICATION INSPECTION REPORTS

During the period of May 24 - 28 and June 1 - 4, 1993, the NRC staff conducted announced

inspections of your licensed operator requalification training programs for Salem, Units 1 &

2 and Hope Creek Nuclear Generating Stations. The inspections were conducted utilizing

NRC Temporary Instruction (Tl) 2515/117, "Licensed Operator Requalification Program

Evaluation." This TI had been developed because of proposed rulemaking that would delete

the requirement that the NRC staff examine each licensed operator for the pui:-pose of license

renewal. The purpose of this TI was to evaluate the acceptability of your licensed operator-

requalification training program through a performance-based inspection in lieu of a NRC

staff requalification examination of licensed operators. The proper implementation of the

licensed operator requalification training program directly relates to safe facility operations.

The inspection induded a review of the 'same attributes as those normally eval\\Jated during a

requalification examination, including the observation and administration of the operating and

written examination. Additionally, selected programmatic aspects of the requalification

training program were reviewed, including, but not limited to, a review of administrative

procedures, interviews with licensed operators and training personnel, and identification of

operator performance deficiencies ..

Based upon the results of this inspection, it was determined that the Salem and Hope Creek

requalification training programs are being implemented in accordance with the *requirements

of 10 CFR 55.59 for the areas reviewed. Both the Salem and Hope Creek requalification

programs maintain and assure safe and competent operators. No violations or specific

program strengths were identified. The inspections did identify some programmatic

weaknesses in your requalification training programs.

At Salem, the performance and subsequent evaluation of Job Performance Measures (JPMs)

were inconsistently administered (Section 3.2). The wealaless in the area of JPMs warrants

additional attention prior to the start of segment 1 training of the next requalification cycle.

Three weaknesses were identified at Hope Creek. The weak linkage of the simulator

scenario objectives and plant procedures to the specific simulator conditions did not provide

objective standards to evaluate operator performance (Section 4.1). The development and

administration of the 1993 requalification examination is being controlled by a draft

administrative procedure (Section 4.4). The administrative procedures do not specify the

control for simulator scenario examination use among examination weeks and simulator

scenario examination similarity with that most recently used in the training segment (Section

. 4.5).

At the conclusion of the inspections, the findings were discussed with Mr. A. Orticelle and

those members of your staff identified in the enclosed report. Representatives of your staff

acknowledged the inspection findings. No response to this letter is required. -

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and

the enclosure will be placed in the NRC Public Document Room.
