SAFETY EVALUATION FOR RELIEF FROM ASME CODE ON VT-2 VISUAL INSPECTION OF BOLTED CONNECTIONS, SALEM NUCLEAR GENERATING STATION, UNIT 2 {TAC NO. M86246}

{PSE&G} submitted a request for relief from the visual examination requirement of Section XI of the ASME Boiler and Pressure Vessel Code.

The request is for relief from the visual examination requirement of Subsection IAW 5242{a) for Class 1 systems borated for the purpose of controllipg reactivity.* This section requires insulation to be removed from pressure retaining bolted connections for VT-2 visual examinations. The inspection is required to be done at operating pressure, which involves increased temperatures, causing a personnel hazard.

PSE&G will remove the insulation from the affected bolted connections on a refueling outage basis to perform the VT-2 visual examination with the systems cold.

Because boric acid leakage leaves boric acid crystal residue when it evaporates, previous leakage at the connection would be detectable.

PSE&G has

- also committed to performing a visual examination of the bolted connections, with the insulation installed, at least 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> after the system is brought up to operating pressure.

The NRC staff-has concluded that inspecting the bolted connections and reinstalling insulation during reactor operating conditions creates a personnel hazard due to the elevated temperature and pressure, and* is therefore impractical to perform.

PSE&G's proposed alternatives provide reasonable assurance that leakage at bolted connections would be detected.
