SUMMARY

OF MEETING WITH PUBLIC SERVICE ELECTRIC AND GAS COMPANY (PSE&G) ON FEBRUARY 11, 1993, TO DISCUSS THE EROSl.ON/C.ORROS ION PROGRAM IMPLEMENTED AT SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2, AND HOPE CREEK GENERATING STATION, AND THE STATUS OF LICENSING ACTIONS AT SALEM AND HOPE CREEK On February 11, 1993, PSE&G met with the NRC staff to provide updated information about the erosion/corrosion (E/C) program currently being implemented at Salem Nuclear Generating Station, Units 1 and 2, and Hope Creek Generating Station.

In addition, the status of licensing actions at Salem and Hope Creek was discussed.

Background:

In May 1992, a Region I inspection of the E/C program that was being implemented at Salem and Hope Creek raised a number of questions concerning the acceptability of the program.

Two meetings, on June 25, 1992 and July 1, 1992, were held in Rockville, Maryland to discuss the programs and their implementation.

The summaries of these two meetings are both dated July 10, 1992.

This meeting was held to update the staff on the E/C program changes that have been made by PSE&G since July 1, 1992.

In addition, the staff from time to time meets with PSE&G to provide the status of licensing actions currently under review and to obtain information about upcoming issues that will require NRC staff approval.

Summary:

1.

Erosion/Corrosion Program Following the identification of the deficiencies in the E/C program, PSE&G developed a "game plan" to correct the deficiencies.

The plan included the development of procedures, training 9f personnel and an independent review of the program by an outside consultant.

  • . The first procedure that was developed was a top level procedure that is applicable to the E/C program that is to be implemented at both Salem and Hope Creek.

This procedure provides the overall direction and scope of the program which includes:

a.

Program responsibilities,

b.

Selection criteria to identify suspect systems,

c.

Guidance on analytical methods, examination locations and methodology, evaluation of the data, acceptance criteria, and repair/replacement

criteria,
d.

Personnel requirements, and

e.

Record requirements.

The implementing procedures were then developed.

These procedures are plant specific procedures, one that covers the two Salem units and one for Hope Creek.

Included in these procedures are the details of how to select the system and components for inspection, personnel requirements, equipment requirements, and evaluation methods and techniques.

These procedures use the EPRI developed program, Checmate, to evaluate the systems for E/C susceptibility.

Two categories of systems/components are defined. Category 1 is system/components that can be modeled by Checmate.

Category 2 is system/components that cannot be modeled by Checmate.

PSE&G had EPRI review their E/C program.

No deficiencies in the program/procedures were identified by the EPRI review.

However, EPRI did provide some suggestions for enhancement of the program.

PSE&G is in the process of incorporating the suggested enhancements into the program.

EPRI also conducted their 3-day training program on the use of Checmate to nine PSE&G employees, who form the core of the E/C program.

In addition to EPRI, O'Donnell Associates were contracted to review the program.

This review looked at the organization and use of Checmate.

No deficiencies were identified.

PSE&G will use the procedures developed to perform the E/C inspections at Salem and Hope Creek.

The first use will be the Salem 2 refueling outage, scheduled to begin on March 20, 1993.

Feedback into the E/C program will be provided from other utility sources and from the results of the inspections at Salem and Hope Creek.

One specific issue that was discussed was the repair/replacement criteria.

PSE&G committed to replace any section of pipe that was projected to go below minimum wall thickness during the cycle following the inspection.

However, PSE&G proposed an exception to that for large diameter piping.

They proposed to perform weld repair on the inside surface of the pipe.

The staff had no objection provided the procedure complied with the ASME Code for weld repair including surface cleaning, surface examination, weld material deposition and blending of the repaired area.

The staff reiterated their objection to weld buildup on the external surfaces of the pipe.

The staff felt the program as presented in the meeting was a significant improvement over the program that was being used before June 1992.

Enclosed is the handout used at the meeting to discuss the E/C program.

Other information was used during the meeting and was returned to PSE&G at the conclusion of the meeting.

Status of Salem Licensing Actions.

PSE&G has submitted the request to change the feedwater control system to a digital system.

Along with that change, PSE&G has requested approval to delete the Steam/Feedwater Flow Mismatch and Low Steam Generator Water Level reactor trip. They have requested approval before the Salem 1 eleventh refueling outage, scheduled for the fall of 1993.

A schedule relief for the completion of the motor operated valve (MOV) program (Generic Letter 89-10) was discussed.

The reason for the delay is that PSE&G is incorporating into the program an operator refurbishment requirement.

PSE&G requested expedited review because of the upcoming outages at Salem 1 and 2.

The staff is currently reviewing this request.

The status of the revised response to Generic Letter 88-08, Thermal Stress in Pipe Connected to the Reactor Coolant System, was discussed. This issue is about 4~ years old.

PSE&G has committed to have the response in by the end of February 1993.

The staff still has to agree that PSE&G's response will satisfactorily resolve the problem identified in the generic letter.

The above represents the issues that are the most significant from a schedule stand point. The schedule for the remaining licensing issues are not as critical and are on an appropriate schedule for completion.

Status o.f Hope Creek Licensing Actions.

The status of LCR 91-02 was discussed. This LCR would permit an increase in the allowed MSIV leakage rate and would eliminate the requirement to have an MSIV leakage control system.

Hope Creek is the lead plant for this issue.

PSE&G is reconsidering the priority of this amendment due to funding constraints and is considering stepping down as lead plant for this issue.

PSE&G is expecting to receive a draft NRC safety evaluation outlining the remaining open items. is the list of personnel that attended the meeting.
