EMERGENCY PREPAREDNESS (EP) COMBINED INSPECTION 50-
354/92-14, 50-272/92-14, 50.;.311/92-14
- Enclosed is the report of the October 27-29, 1992 inspection, led by Mr. J. Laughlin, of
Artificial Island Emergency Preparedness and of the full-participation, annual EP exercise.
Our inspection findings were based o~ inspector observations, discussions with your staff, and
document review. At the end of the inspection; the preliminary NRC findings were discussed
with members of your staff.
Overall, exercise performance demonstrated the ability to protect public health and s~fety.
Exercise strengths included command and control in all Emergency Response Pacilities, strong
TSC Engineering Assessment Teani performance, OSC prioritization and management of repair
tasks, and EOF dose assessment. One exercise weakness was identified: the issuance of an
initial protective action recommendation (PAR) for sheltering rather than for evacuation.
