SAFETY EVALUATION OF THE INSERVICE TESTING PROGRAM RELIEF REQUESTS FOR PUMPS AND VALVES, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M74790 AND M74791)
By letter dated June 26, 1987, Public Service Electric and Gas Company (PSE&G)
~ submitted Revision 1 of the Salem Nuclear Generating Station, Units 1 and 2, Inservice Testing (!ST) Program.
In a letter dated October 3, 1989, PSE&G responded to NRC Generic Letter (GL) 89-04, Guidance on Developing Acceptable Inservice Testing Programs, and included Revision 2 of the Salem IST Program.
Three additional !ST Program submittals dated February 28, 1990, March 14, 1991, and May 16, 1991, were received.
The February 28, 1990 submittal was superseded by the March 14, 1991 submittal and contained addittonal relief requests.
The May 16, 1991 submittal contained replacement pages for the IST Program, but did not contain any additional relief requests.
Th~ enclosed safety evaluation (SE) was prepared by the Mechanical Engineering Branch to provide the results of the staff review of the relief requests contained in these submittals.
The Code of Federal Regulations, 10 CFR 50.55a, requires that inservice testing of certain ASME Code Class 1, 2, and 3 pumps and valves be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code and.
applicable addenda, except where specific written relief has been requested by the licensee and granted by the Commission pursuant to Sections (a)(3)(i),
(a)(3)(ii), or (g)(6)(i) of 10 CFR 50.55a. Guidance on acceptable alternatives to Section XI requirements was provided by the NRC in GL 89-04 for certain aspects of the inservice testing. Certain licensees were required to review their IST Program against the positions in Attachment 1 of GL 89-04 and provide a response to address the results of their review.
PSE&G provided this response in their letter dated October 3, 1989, as stated above.

The Mechanical Engineering Branch, with technical assistance from Idaho National Engineering Laboratory (INEL), has reviewed PSE&G's response to GL 89-04 and information concerning !ST Program requests for relief submitted for the Salem Nuclear Generating Station, Units 1 and 2.

Mr. Steven October 9, 1992 evaluations and conclusions contained in the attached Technical Evaluation Report {TER) prepared by INEL, except for valves 1SJ3 and 2SJ3, which are being denied.
Relief is being granted from the testing requirements which we have determined would be impractical to perform, where compliance would result in a hardship without a compensating increase in safety, or where the proposed alternative testing provides an acceptable level of quality and safety. A summary of the NRC actions is provided in Table 1 of the SE.
For relief requests that have been denied, PSE&G's testing should comply with the applicable Section XI requirements or GL 89-04 guidelines within 3 months of the receipt of this SE.
If PSE&G has additional justification to address the reasons for a denial, a revised relief request should be submitted within 3 months of the date of this SE, as appropriate.
Appendix A of the TER discusses the IST Program anomalies that were identified during the review.
PSE&G should resolve all these items in accordance with the guidance provided therein.
In addition, PSE&G is requested to provide to_
the NRC, within 1 year of the date of this SE, a description of the actions taken or to be taken to address each of the IST Program anomalies listed in the TER, Appendix A.
The IST program relief requests which are granted are acceptable for implementation provided (1) the action items identified in Appendix A of the TER are addressed within 1 year of the date of the SE and (2) procedural or program changes covered in the action items are completed within 1 year of the date of the SE or by the end of the next refueling outage, whichever is later, or by the schedule specified in an individual action item. The granting of relief is based upon the fulfillment of any commitments made by the licensee in its basis for each relief request and the alternatives proposed.
In addition, PSE&G should include a discussion in the IST Program which clarifies the IO-year interval schedule for each unit, considering that the commercial operation dates are different (Unit I - 06/30/77 and Unit 2 -
10/31/81). Additional relief may be required if PSE&G intends for the two units to be on concurrent intervals.
Program changes involving new or revised relief requests should not be implemented prior to approval by the NRC.
New or revised relief requests that meet the positions in GL 89-04, Attachment 1, should be submitted to the NRC

Program changes that add or delete components from the IST Program should also be periodically provided to the NRC.
The above requirements affect 9 or fewer respondents and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.
