INSERVICE TESTING PROGRAM REVISION AND REQUEST FOR INTERIM APPROVAL OF SECOND TEN YEAR INTERVAL IST PROGRAM SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 The subject IST program revision adds a relief request for valves 11CS21, 21CS21, 12CS21 and 22CS21 to allow testing of these valves during cold shutdown so as to avoid the improper alignment of an ECCS system during an operating condition as discussed in NRC IE Information Notice 87-01, RHR Valve Misalignment Causes Degradation of ECCS in PWRs. These valves were missed during our original review for applicability of IE IN 87-01 and were therefore not included in our March 30, 1987 submittal of the IST program for the Second Ten Year Interval for both Salem units.

We are also requesting interim approval for the March 30, 1987 submittal as amended by this revision so that the submitted IST Program may be implemented on July 1, 1987, i.e., upon expiration of the First Ten Year Interval for Salem Unit 1 on June 30, 1987. This was discussed via telecon on June 22, 1987 with Mr.

D. C. Fischer of your staff. Mr. Fischer indicated that interim approval of the submitted IST program was forthcoming and would be effective until the detailed review has been completed. The results of the review will be addressed at that time, as applicable.
