NOTICE OF VIOLATION Public Service Electric and Gas Company Salem Nuclear Generating Station, Units 1 & 2 Docket Nos. 50-272/50-311 License Nos. DPR-70/DPR-75

_During an NRC inspection conducted from July 6-9, 1992, a violation of NRC requirements was iqentified.. In accordance with the "General Statement of Policy and Procedure for NRC.

Enforcement Actions," 10 CPR Part 2, Appendix C (1992), the violation is listed below; Technical Specification 6.8.1 requires written procedures shall be established,

Nuclear Department Procedure NC.NA-AP.ZZ~0022(Q), Rev. 1, Measurement and*

Test Equipment (M&TE), and Tool Control, Step 5.1.4.a, requires "M&TE shall be returned to the applicable Tool Room immediately after completion of the WO or task -

for _whiCh it was signed 01.~t, or after a period of seven days; whichever comes first.

11 Contrary to the above, *on July 9, 1992, ten pieces of M&TE. were identified which had been signed out for a period in excess of seven days.. Additionally, two of four

  • . pieces of M&TE identified as used on specific w*ork orders were not Jogged out for ihose work orders.

This is a Severity Level IV violation (Supplement I).

. Pursuant to the provisions of 10 CFR 2.io1, Public Service Electric and Gas Company is hereby required to submit a written statement or explanation to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C., 20555 with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident Inspector atthe facility, within 30 days of the date of the letter transmitting this Notice of Violation. This reply

  • should be clearly marked as a "Reply to a Notice of Violation, 11 anq should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation; (2) the corrective steps that have been taken and the results* achieved;- (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full
  • compliance will. be achieved. Where good cause is shown, consideration. will be given to extending the response time.
