APPENDIX A NOTICE OF DEVIATION Public Service Electric and Gas. Co.

Salem Nuclear Generating Station Hancocks Bridge, New Jersey Docket No. 50-272 Licensee DPR-70 During an NRC inspection conducted from May 26-29, 1992, a deviation of your Facility Safety Analysis Report (FSAR) was identified. In accordance with the "General Statement of policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C, 1991, the deviation is listed below:

The FSAR Section 10.4. 7.1 states that the feedwater piping outside the containment is designed to ANSI B31. 1 (1967) Code. ANSI B31. l requires that power-piping systems be designed for the most severe condition of coincident pressure and loading. For portions of the feedwater system, the normal operating pressure is 1150 psig, but the feedwater pump maximum output pressure is 1870 psig.

Contrary to the above, the NRC review of licensee's disposition of degraded components in the feedwater system outside the containment, e.g., expanders, elbows, pipe bands, etc., that were below the minimum design wall due to manufacturing error and erosion/corrosion, indicated licensee's acceptance based on operating pressure alone and thus violated the applicable design C~de ANSI B31. l (1967) specified in the FSAR.

Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Region Administrator, Region I in writing within 30 days of the date of receipt of this Notice, the reason for the deviation, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further deviations and the date when your corrective action will be completed. Where good cause is shown, consideration will be given to extending the response time.
