SALEM AND HOPE CREEK RESIDENf SAFETY INSPECTION 50-

272/92-07; 50-311/92-07; 50-354/92-06 (5/3/92 - 6/13/92)

This letter transmits the findings of an inspection to assure public health and safety, *

  • conducted by Mr. Thomas P. Johnson-Senior Resident Inspector and other members of the

NRC resident and regional staff at the Salem and Hope Creek Nuclear Generating Stations for

the period between May 3 and June 13, 1992. The findings of this inspection were

previously discussed with Messrs. C. Vondra and J. Hagan of your staff.

Based on the results of this inspection, it appears that one of your Salem activities was not

conducted in full compliance with NRC requirements, as set forth in the enclosed Notice of

Violation. This issue concerns the failure to adequately assess and provide information

relative to on-site ammonium hydroxide storage and its potential effect on control room .

habitability as required by a July 10, 1981 NRC Confirmatory Order.

The letter also acknowledges receipt of your May 14, 1992, response to a Salem violation

regarding inadequate safety evaluations cited in NRC Inspection Report 50-272 and 311/90-

22. Those corrective actions appear to be acceptable. These issues associated with your

10CFR50.59 safety evaluation process (Salem/Hope Creek unresolved items) are closed in

this report.
