REVISED GENERIC LETTER 88-17 COMMITMENTS, SALEM GENERATING STATION, UNIT NOS. 1 AND 2 (TAC NOS. 77918 ANO 77919)

By letter dated October 23, 1990, Public Service Electric and Gas Company (PSE&G) informed the NRC of your intent to redefine several hardware-related modifications and provide any changes in the estimated completion schedule by December 1990~ By letter dated December 28, 1990, PSE&G forwarded their

  • proposed equipment modifications and schedule changes.

To enhance level indication, PSE&G had originally proposed to upgrade the tygon level indicating system to a more permanent system.

In addition, two independent RCS loop flow transmitters are recalibrated to provide remote level indication in the control room.

PSE&G has now modified that proposal, as described in the December 28, 1990 letter, to install two independent differential pressure transmitters between the RCS sample lines of loops 1 and 3, and the vent line in the pressurizer spray piping. The output of the transmitters will be connected to the plant*computer and will be displayed on the computer CRT located on the control console. This will provide water level indication and alarm functions during mid loop operation.

After installation of these transmitters, the tygon level indicator will no longer be used and the flow transmitters will no longer be recalibrated.

PSE&G had originally proposed to monitor RHR system parameters using the SPDS.

The new proposal, as described in the December 28, 1990 letter, would utilize the plant computer to monitor the RHR system parameters. Display and alarm functions would be provided on the computer CRT located on the control console.

These two modifications, as described in your December 28, 1990 letter, present a significant change in the methods of monitoring level and monitoring operation of the RHR system.

The staff agrees that these enhancements are acceptable in fulfilling your commitments to GL 88-17.

The schedule for implementation of the two modifications, as proposed by PSE&G, is by the end of the 6th refueling outage (currently scheduled for the fall of 1991) for Salem 2 and the end of the 10 refueling outage (currently scheduled for the spring of 1992) for Salem 1.

The Salem 2 schedule corresponds to the schedule previously approved by the NRC staff, letter dated

Based on the justification in your December 28, 1990 letter, the staff agrees with your proposed schedule.
