PLUGGING OF CONTAINMENT LINER PLATE MONITOR CHANNELS, SALEM GENERATING STATION, UNITS 1 AND 2 (TAC NOS. 74140 AND 74141)
By letters dated October 13, 1983 and November 8, 1984, Public Service Electric and Gas (PSE&G) Company submitted reports on periodic containment integrated leakage rate test (CILRT) for Salem Units 1 and 2.
In these reports, PSE&G provided justification for maintaining the containment liner plate monitor channels plugged during CILRT performance. A request for additional information (RAI) was issued on November 17, 1989.
PSE&G responded to the RAI in a letter dated January 26, 1990.
The Structural and Geosciences Branch, Division of Engineering Technology, has reviewed the proposal to remove the requirement of venting the containment liner plate monitor channels (leak chase channels) and to allow leaving the monitor channels plugged during CILRT.
The containment monitor channels were not originally designed as part of the leaktight containment boundary.
Based on the review of the submittals and references, we find that these containment monitor channels are capable of withstanding the containment design loading conditions, and that the channel welds are qualitatively equivalent to those for the primary containment liner welds.
We conclude that your proposal is reasonable and acceptable, and agree that there is no need for Salem Generating Station, Units 1 and 2 to vent the containment monitor channels during a CILRT.
