This letter transmits the findings of the routine, resident safety inspection

conducted by Mr. T. P. Johnson and others from August 16, 1990 to October 1,

1990, at the Salem and Hope Creek Nuclear Generating Stations.

The findings

were discussed with Mr. S. LaBruna and Mr. C. P. Johnson of your staff.

Within the scope of this inspection, at the Salem Station, the inspectors

evaluated four previously identified examples of noncompliance with 10 CFR

Part 50.59 and Technical Specifications, which were characterized as one

violation, as set forth in the Notice of Violation (NOV) enclosed herewith as

Appendix A.

These examples were initially identified in NRC Inspection No.

50-272/90-81; 50-311/90-81,

11 Integrated Performance Assessment Team

Inspection.

You are not required to respond to the NOV since your response

to the inspection and associated corrective actions were reviewed during this

inspection and found acceptable.

The inspectors also noted five non-cited violations, three for the Salem

Station and two for the Hope Creek Station.

The details of these issues are

within the report.

Additionally, during this inspection, the inspectors

identified several instances at Salem in which ineffective intradepartmental

and interdepartmental communications contributed to plant events or equipment

concerns.

Prompt management attention is needed to evaluate and correct these

causal fac::tors.

The letter also acknowledges receipt of your June 25, 1990 response to a Salem

violation cited in the NRC Inspection Report No. 50-272/90-11; 50-311/90-11.

Those correctiv~ actions appear to be acceptable.
