SIMULATOR CERTIFICATION FOR 10 CFR 55.45(b)(2) - SALEM GENERATING STATION UNITS 1 AND 2 We have completed our review of your submittal dated December 28, 1989 wherein you submitted NRC Form 474, "Simulation Facility Certification, 11 for the Salem Generating Station Units 1 and 2 simulator in compliance with 10 CFR 55.45(b)(2).

This included review of the additional information provided in your August 8, 1990 letter. The staff finds the documentation to be complete and requires no further information on this matter at this time.

Our review was only to ensure completeness of your documentation, and did not extend to verification of the accuracy of the data or statements made in the certification, nor does it provide NRC approval of the acceptability of your simulator for use in administering operating tests.

NRC approval is neither granted nor required in the case of such certification because Public Service Electric and Gas Company has the responsibility for regulatory compliance with respect to your plant-referenced simulator.

However, 10 CFR 55.31(a)(4) states that the NRC may accept certification that a license applicant has successfully completed a Commission-approved training program that is based on a systems approach to training and that uses a simulation facility acceptable to the NRC under 55.45(b) in lieu of the details of an applicant's qualifications, training and experience. Because you have certified your simulation facility in accordance with 55.45(b)(l)(ii),

your simulation facility is acceptable for the purposes of 55.31(a)(4).
