SUBJECT: REQUALIFICATION PROGRAM EVALUATION REPORT NOS. 50-272/311 90-09(0L-RQ)

On April 3-5, 1990, the NRC administered requalification examinations to

employees of your company who operate the Salem Generating Stations Unit 1 and

2.

The evaluation was conducted in accordance with Revision 5 to NUREG-1021,

Operator Licensing Examiner Standards, ES-601, "Administration of NRC Requali-

fication Program Evaluations.

The evaluation had two purposes: evaluation of

the effectiveness of the licensed operator requalification training program at

maintaining the competency of the licensed operators, and examination of the

individual operators to determine if they would satisfy the regulatory require-

ment of passing an NRC administered examination prior to license renewal.

At

the conclusion of the examination, any generic findings that were identified

as a result of the examination were discussed with those members of your staff

identified in the enclosed report.

As a result of this evaluation, your requ~lification progr~m has been assigned

an overall program.rating of

11 satisfactory.

All operators passed all parts

of the examination.

Based on observations from this requalification examination, the NRC expressed*

concern over the distribution of the control room operators responsibilities

during response to certain events (see Section 6.C for details).

At the exit

meeting, a representative of your staff stated that they would review operator

responsibilities.

You are requested to respond within thirty (30) days of

receipt of this letter specifying your plan of action regarding this concern.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
