TEMPORARY WAIVER OF COMPLIANCE (TAC NO. 75560)

RE:

SALEM GENERATING STATION, UNIT NO. 2 By letter dated January 4, 1990, Public Service Electric and Gas (PSE&G)

Company requested a technical specification change that would provide relief from Surveillance Requirement 4.5.h.2.b that specifies a maximum centrifugal charging pump flow of 550 gpm.

During the last surveillance test of the centrifugal charging pumps, the total flow for charging pump 21 was 553 gpm and for charging pump 22 was 554.6 gpm which exceeds the specification of less than or equal to 550 gpm.

In order to change the system and perform the tests to verify the flowrate, a plant shutdown, cooldown and depressurization is necessary.

The increase in flow is less than 1% and PSE&G contends there is sufficient net positive suction head (NPSH) available to the charging pumps to preclude damage at the higher flows.

The NRG staff has concluded a preliminary review of your request and agrees that a plant shutdown to change the system is not required at this time. This is based on the results of our preliminary review of your application and concludes that charging pump damage will not occur at the higher flows.

An amendment to the Salem 2 Technical Specifications is being processed.

This Temporary Waiver of Compliance shall be effective immediately and shall remain in effect until the amendment is issued.
