TEMPORARY WAIVER OF COMPLIANCE (TAC NOS. 74535/74536)
RE:
SALEM GENERATING STATION, UNIT NOS. 1 AND 2 By letters dated August 29, 1989 and August 31, 1989, Public Service Electric and Gas Company (PSE&G) requested relief from the requirements of Technical Specification sections 6.2.2.g and 6.3.1. These settions require, among other things, that the Operations Manager for the Salem Generating Station (SGS) hold
~ current Senior Reactor Operators (SRO) license.
PSE&G has proposed to replace the current Operations Manager with a highly qualified individual, but who does not have a current SRO license.
The conduct of operations at SGS is managed through a Plant Manager Operation~ Manager, 2 Operations Engineers (one per each Salem Unitj and Shift Supervision. The two Operations Engineers and Shift Supervisor all hold current SRO licenses. The proposed Operations Manager does not hold a current SRO license but has previously held an SRO license at SGS.
PSE&G is in the process of implementing management changes to improve the operation of the SGS.
In order to implement the change as expeditiously as possible, PSE&G has requested relief for 18 months from the requirements that the Operations Manager
.hold a current SRO license. During this time the individual would assume the day-to-day duties and responsibilities of the Operations Manager and within the 18-month**-period he would obtain his SRO license.
The NRG staff has conducted a preliminary review of the qualifications of the individual proposed to assume the duties of Operation Manager as described in your letters of August 29 and 31, 1989 and finds that this change provides acceptable management at SGS.
The NRC staff is proceeding with a licensing action in response to the* August 29 and 31, 1989 letters.
In consideration of the need to minimize current potential uncertainty about licensee personnel and organizational assignments that could have a distracting effect on safe operation of Salem I and 2, and the value of timely implementation of personnel changes that will strengthen the management oversight at SGS, the staff

- Therefore, we wish to inform you that the NRC staff hereby waives the requirements of Sections 6.2.2.g and 6.3.1 of the Salem 1 and 2 Technical Specifications, that require the Oper*ations Manager to have a current SRO license, on a temporary basis pending completion of the above mentioned licensing action now being pursued by the staff. Accordingly, you may proceed
. with the implementation of the management change proposed in your letters of August 29 and 31, 1989 for the Salem Generating Station.
This temporary waiver of compliance shall.be effective immediately and shall remain in effect until the NRC staff completes processing of PSE&G's request for an amendment dated August 29 and 31, 1989.
