Combined Inspection Report No.

50~272/89-18 and 50-311/89-16

This letter refers to the routine safety inspection of the emergency diesel

generators (EOG) conducted by Messrs. E. H. Gray and C. Woodard of this office

on June 20-23, 1989 at Salem Units 1 and 2.

The findings were discussed with

Mr. L. Miller, Site General Manager, at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas,

the inspection consisted of selective ex~minati6ns of procedures and

representative records, interviews with p.ersonnel, and observations by

the inspector.

Within the scope of this inspection, no violations were observed; however, a

deviation from the FSAR with regard to the emergency diesel generator fuel oil

was identified.

The deviation is set forth in Appendix A.

An unresolved item

was identified regarding your progr2m for dedication of commercial consumable

materials such as emergency diesel generator fuel and lube oil. Also identi-

fied were several concerns that appeared to affect the EOG reliability.

You are required to provide a written response to this office

_addressing the deviation per Appendix A, and we request that your response also

address the unresolved item regarding dedica~ion of consumable materials as

safety grade and any changes in procedures or hardware you plan on making to

improve EOG reliability based on your followup of observations identified in

the enclosed report.
