Inspection No. 50-272/89-15; 311/89-14

This letter transmits the findings of the routine, resident safety inspection

conducted by Mrs. Kathy Halvey Gibson and Mr. Stephen M. Pindale from June 6,

1989 to July 24, 1989, at the Salem Nuclear Generating Station.

The findings

were discussed with Mr. Lynn K. Miller of your staff.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A.

Although

these violations were identified by your staff and the NRC encourages and

supports licensee self identification and correction of problems, your

corrective actions for previous procedure violations and missed Technical

Specification surveillance tests did not prevent the recurrence of similar

violations. Please address in your response to the violations the adequacy of

your corrective action program in general, relative to preventing recurrence

of previously identified problems including what improvements in this area are

needed.

You are required to respond to this letter and in preparing your

response, you should follow the instructions in Appendix A.

The response directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980 PL-511.
