'!his refers to the routine safety inspection conducted by Mr. J. Furia and Dr.
J. Jang of this office on May 1-5, 1989, of activities authorized by NRC License
Nos. DPR-70 and DPR-75, and to the discussion of our findings held by Mr. J.
Furia and Dr. J. Jang with Mr. Lynn Miller and other members of your staff at
the conclusion of the inspection.
Areas examined duri?<J this inspection are described in the NRC Region I
Inspection Report wh.idl. is enclosed with this letter. Within these areas, the
inspection consisted of selective examination.of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full campliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.

violation.has been categorized by severity level in accordance with the "General
Statement of Policy and Procedure for NRC Enforcement Actions", 10 CFR Part 2,
Appendix c (Enforcement Policy) *
You are required to respond to this letter and
in preparing your response, you should follCM the instructions in Appendix A.
In addition, one unresolved item was identified in the area of air cleaning
systems.
Based upon your disaJSSions with the inspectors, as described in the
enclosed inspection report, you are requested to provide this office with the
air balance and relative humidity test results.
'!he response directed by this letter and the accompanying Notice are not subject
to the clearance procedures of the Off ice of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
