Discretionary Enforcement Relating to the 21 Containment Spray Header This letter is in response to your March 3, 1989 letter, requesting that NRC exercise discretionary enforcement in the case of the 21 Containment Spra~
Header at Salem Unit 2.
A copy of your letter is attached for reference.
We have reviewed the basis for your request, and, noting the availability of the redundant Containment Spray Header and five safety-related containment cooler units, an additional 96 hour0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br /> period is granted for Technical Specifi-cation 3.6.2.1 for the specific case of the repairs to the 21 Containment Spray Header.
This period will expire at 6:00 a.m. on March 10, 1989.
You are reminded that, should the redundant containment spray train or any of the five containment fan cooler units become inoperable, you shall. take steps within one hour to place the unit in Hot Standby within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and Cold Shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.
Additionally, in keeping with the NRC policy on discretionary enforcement, any extension beyond 96 hours0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br /> will require an amendment to the Technical Specifications.
This extension, and the conditions detailed above, were discussed by Mr. Paul Swetland of this office with Mr. Lynn Miller on March 3, 1989.
